Why some old HDB flats hold value longer than others

As Singapore approaches the later decades of its earliest 99-year public housing leases, one question keeps resurfacing: will ageing HDB flats inevitably lose value as their leases run down? Conventional wisdom says yes. Reality, however, has proven far more complex.

Singapore’s public housing model is unique. It blends state planning with open-market resale dynamics, creating a system that doesn’t quite resemble traditional public housing elsewhere. Because of this, there’s no global blueprint for what happens when large numbers of 99-year leases begin to mature. Buyers, sellers, and analysts are navigating largely uncharted territory.

In recent years, concerns about “lease decay” — the gradual shortening of remaining lease tenure — have shaped many housing decisions. Some homeowners worry about exit liquidity. Others fear being caught holding a depreciating asset. Yet transaction data across multiple towns tells a more nuanced story.

Older Doesn’t Always Mean Weaker

Over the past decade, resale performance across several mature estates has challenged the assumption that age automatically erodes value.

In established towns such as Geylang, Kallang/Whampoa, and Bedok, certain flats built in the 1980s and 1990s recorded price growth comparable to — and in some cases stronger than — younger flats in the same town. Even with shorter remaining leases, these older units benefitted from location advantages, established amenities, transport connectivity, and larger layouts typical of earlier designs.

In some instances, five-room flats from older cohorts saw especially robust appreciation. Rather than lagging behind newer counterparts, select units achieved higher median transaction prices despite being a decade older. This pattern was not universal, but it was consistent enough to challenge simplistic assumptions.

Similar trends surfaced in towns like Ang Mo Kio and Bishan, where certain older four-room flats outperformed newer batches. In Woodlands and Bukit Panjang, older three-room units still registered meaningful gains across a ten-year horizon.

Location, Lifestyle, and Limited Supply

Part of this resilience lies in attributes that are difficult to replicate. Mature estates offer proximity to the city, MRT lines, schools, hawker centres, and long-established community networks. These factors often outweigh concerns about tenure for many buyers.

Neighbourhood identity also plays a role. Areas with distinctive character and limited supply of resale units can sustain steady demand, even when lease years are visibly ticking down. Buyers aren’t simply evaluating remaining tenure — they’re weighing lifestyle convenience and scarcity.

The Ageing Population Factor

Demographics further complicate the lease decay narrative. As Singapore’s population ages, a growing share of buyers are less concerned about whether a flat has 40, 50, or even 60 years left. For older homeowners or right-sizing buyers, that duration may already exceed their practical housing horizon.

This partially explains why broad sell-offs of older flats have not materialised. Many seniors are selling for lifestyle reasons — such as avoiding stairs in maisonettes — rather than purely because of lease considerations. In a country with high homeownership rates, legacy planning is not always the dominant motivation.

The Myth of Predictable Decline

None of this suggests that lease decay has no impact. It does — but not in the steady, predictable way many imagine.

Price adjustments linked to lease shortening tend to occur unevenly. Rather than a gradual, year-by-year slide, prices often remain relatively stable for extended periods. Then, when a psychological or financing threshold is crossed, adjustments can happen more abruptly.

Crucially, these “tipping points” differ from town to town. In some central or city-fringe areas, buyer sensitivity may begin earlier in the lease lifespan. In other towns, flats continue transacting near the average even with 70 to 79 years remaining. Certain flat types — particularly larger units — may retain value longer than expected due to limited new supply of comparable layouts.

This variability makes blanket rules unreliable. Waiting for uniformly “cheap old flats” can be a challenging strategy because price shifts do not occur in a smooth or synchronized manner.

What Buyers and Sellers Should Really Watch

The key takeaway is not that age doesn’t matter — it’s that context matters more.

Lease decay alone does not automatically trigger distress selling or steep discounts. Factors such as town maturity, flat type, remaining lease band, buyer demographics, and amenity strength all influence resilience.

More importantly, understanding where price inflection points tend to occur within specific towns may be more useful than relying on general rules of thumb. The moment when buyers begin to price in lease concerns varies by location — and once crossed, the adjustment can be sharp rather than gradual.

In short, the future of older HDB flats is unlikely to follow a single narrative. Some may see accelerated pressure as leases shorten. Others, particularly those in strong locations with enduring demand, may continue to surprise observers.

For now, the data suggests one clear message: ageing alone does not determine value. In Singapore’s uniquely structured housing market, resilience is often shaped by far more than the number of years left on a lease.
